Why were the Balkans considered to be the powder keg of Europe?

Richard P makes a good point. The cultural/ethnic differences have had the people living there at each others throats since at least Roman times. They have always shown a distressing tendency to try and resolve their differences through violence. At the beginning of the twentieth-century outside powers were supporting different factions and ended up getting sucked into conflicts that were not worth the consequences of taking sides.
